  • Required certification is absent
  • SAM registration will not be active
  • Deadline is impossible
  • Match funding is unavailable
  • Required license is absent
  • Conflict-of-interest rule cannot be satisfied
  • Required experience cannot be proven
  • Submission would require a false certification
